Right brake question

49 8N. My right brake does not easily stop the wheel when in gear on the ground. The left stops and locks up instantly. I raised the tractor using my 3pt tractor jack, put it in gear and it would stop both wheels one at a time just as i think it should. It would not stop both together while in gear raised up, just the left as i think it should. While on the ground in gear, when the right does slow down (very hard to actually stop) it makes an awful grinding sound and vibrates my foot alot. I adjusted according to the IT-FO4 manual. I recently had my right brake apart and it seems that it only uses 1 of the 2 retracting springs (Per FO-4 manual). I'm not exactly sure why that is but I put both of the springs on my right brake and it works a lot better now.
