leaking gear lube

I'm putting my 8N back together, (still having a hard time finding brake shoes). But my Q is about the axle bearing shims, that looks like a place where a bit of gear lube could leak out, but if I put sealer on them, wont that effectively thicken the shims a wee bit? I think it was shimmed a bit tight, only had one on the right side, and when I put it back together and tighten the bolts down, I can't turn the axle by hand, I need leverage. To me that seems awfully tight. For a simple job this seems to be taking a long time. Glad I dont have to pay me by the hour. Thanx guys
