Carb or Governor problem?

I recently rebuilt my 1939 9n Marvel-Schebler carburetor. Afterwards it ran fine for awhile. Now when I mow thick wet grass the engine bogs down and will quit unless I rev it up and ride the clutch. Then after a while of doing this the engine takes off, revs up, and sounds like it"s gonna blow. I shut her down and restart and it winds right up again. I shut her back down and after it cooled enough to get my hand behind the carb to play with the throttle linkage a couple times I could restart with normal rpm. Then the whole problem starts again. Now it revs to the max when I start it and I can"t get it to wind down. Did I screw up the carb rebuild and have a stuck throttle plate? The outside throttle arm moves fine. I pulled the governor off and holding it in my hand and spinning the gear I can hear the bearings flying around. If I pull back on the levers they stop. Thanks in advance for your help, PER

Does the governor fight you back when you pull on the lever by hand?

Sounds a bit like aworn out governor to me, unless the carb is completely bad.. I.e. WOT etc..

Look for flat balls and grooves in the race.
