Could some one please tell me exactly what a governor does ? does it work only at a specific rmp range ?
does it also keep the pto speed at a specific set rpm ?

The governor controls engine speed to a constant level. If you are mowing and run into thick stuff and the engine boggs down, the governor will increase throttle to maintain a constant RPM. Once you get past the thick stuff and your engine revs up, the governor will throttle it down automatically. It does not operate ONLY at a specific RPM, but rather by what you tell it with your hand throttle.

Its purpose is not to control the PTO speed, but kinda does by default. If the engine RPM increases, the PTO speed increases, and visa versa
