Simple things first. Is the tension nut on your Touch Control Lever too tight? Sorry, but I had to get that one out of the way. Does moving the small Position Lever have any effect on the Touch Control Lever? This changes which spring is in control of the pivot point of your Control Arm. Reach in through the side cover and follow the lever down to the bottom. Is it properly positioned in the rocker lever? Does the rocker on the intake and exhaust valves down on the pump move freely by hand? Trash may have gotten in there while you had the top cover off. Is the Control Arm perfectly straight from top to bottom? Did you loosen the four bolts that mount the Touch control assembly to the top cover? These are slotted holes and you move the entire touch control assembly forward and backward on these bolts to adjust it. The control arm is a lever that transfers movement of the Touch Control Lever to the valves down at the pump with the middle pivot point being controlled by two spring-loaded pieces of linkage. These are the Draft Control and Position Control springs. You may have to pull the top cover again and compare the layout of this linkage with the pictures in your manual.
