Mystery Screw--Stuck Clutch Repair?

A few weeks back I wrote about this screw that is in my clutch housing about 4 inches left of the Timing Mark Hole. Paul from MN mentioned having drilled a hole in the housing and putting a metal rod thru the hole and tapping on the clutch to help free a stuck clutch up. The screw has a few metal washers and 1 rubber washer under all the paint. Whatever this is/was used for it doesn't leak----any other ideas?

Sounds like it could be a clutch unsticker. Might be a hole from a cable operated tranny.. though i can't see enough of the pic to judge the area.

Leak shouldn't be a problem since that is a dry area of the cavity..
