Roni..... ..ya ain't gonnnna like this answer, but its the truth. 4-cylinder engines tend to stop at the same-place. Everytime you engage yer starter bendix, just a little-bitt of the flywheel mounted starter ring-gear teeth wear. Eventually, the ring-teeth wear enuff that even NEW bendix drive teeth won't engage, and therefore the starter motor whirrs.

Cheap work-around is to manually rotate the engine crankshaft about 1/8 turn to fresh sharp flywheel teeth. ...BUT... eventually yer gonnna haffta byte the bullett and split yer tractor and replace yer flywheel mountes starter ring-gear. ($20, cheap)

N.B....engine crankshaft always turns clock-wize. And as pointed out, you can move yer crankshaft by pulling thru on yer fan-blade. (caution: sharpie-sharp) ..... ..Dell

Thanks for the reply, I tried turning the fan clockwise looking at the back of the radiator. I wasn't able to get it to engage. I did rock it in 4th gear and it did engage once, but when I turnued it off it wouldn't engage again even when I rocked it. The starter is new and when I first bought it the Ford Dealer said to make sure some thing didn't back off the starter or i would have to have it spun back on. They even put tape around it to prevent it from happening. It was on the sprocket I believe. Could this be maybe why it doesnt engage and just whinnes because it has backed off.

Just a guess but try this. Reach in and turn the fan a little which should also tunr the engine then give the starter a try. If that works you probably have a bad spot on the ring gear. I just removed a flywheel because of that problem. Engine would start ok but then once in a while the starter would just spin. Turn the engine a littl one way or the other and it would start right up again. Had about 6 inches of ring gear bad on it and when it stopped there the starter wouldn't turn the engine over
