Engine runs rough at high rpm, smoother at low to moderate rpm, but doesn't purr yet. I've noticed a little play in the distrbutor shaft. Would this cause the problem? I set the timing by the book.

Yes, play in the distributor shaft can cause erratic running. When setting the distributor point gap it is recommended that one check the gap on all four lobes while applying pressure perpendicular to the shaft. If the point gap varies, then so will the dwell angle. This is not a good thing.

I can tell from a close inspection of the bushing that it is certainly worn on one side of the breaker arm, resulting in constant point gap variation. This would explain why the engine would have an occasional periodic miss. I understand there are two bushings to replace. Can these be reamed and replaced easily?

You did not specify, whether you have a fron mount or side mount distributor... It is best to have a Bushing Driver Kit.. These are available from Harbor Freight rather cheaply....You may not have to ream the bushings once installed. When I replaced my bushings on my front mount, I used the distributor shaft as a reamer...

There have been several posts about eccentric cam lobes and worn distributor shaft bushings causing rough performance. A sticking centrifugal advance can also cause rough higher rpm performance because the spark is not advancing.
