Got a high RPM miss on my tractor. Seems to run ok at low speed, but at 1500 RPM it stumbles and pops. If I pull the choke out, it runs better. So, I took the carb off and cleaned it out, put it back on, and it runs the same. I tried adjusting the main jet screw, and it has no effect. I even took the needle completely out and the motor just kept on running. Is this normal???

If adjusting the main load screw has no effect on the running of the engine, then the carburetor still has gunk in it. Take it apart again, and I mean completely, soak it overnight in good carb cleaner, get out your torch tip cleaning cleaning wires, and run the one that fits down through all of the passages. Follow up with a can of spray carb cleaner directed into the passages, make sure the spray comes out another hole, blow it dry and reassemble.

"If I pull the choke out it runs better..." That usually means a leak downstream of the carb metering system. A leaking carb to intake manifold gasket,leaky throttle shaft seals or a leaking intake manifold. First though, make sure that you have a fat, bluish spark so you can eliminate the ignition system. Also check the ignition timing and the advance function to make sure they are correct and working. Performance degradation due to poor spark will also improve with mixture enrichment.

Still sounds like the main jet has some debris partially clogging the opening. Yoe write "I took the carb off and cleaned it out" - what exactly did you do? I suggest removing the carb, splitting the two halves, stick the small straw from a can of carb cleaner down the main jet nozzle and finaggle it until you feel it drop down into the center hole of the jet. Face the open end of the carb half AWAY from your face, but enough so you can still see the bottom hole that the main fuel adjuster needle goes into. Spray the carb cleaner and reposition the straw until you can see a heavy spray coming out of the main fuel needle hole - then you know you are shooting anything that may be down there out.
