Did a rebuild/soak-n-clean on my TSX33 and the new idle valve has to be set just a hair short of fully closed to get the idle right. As Dell puts it, there's a two-step dance for getting the idle speed adjusted.

FIRST: Get the engine warm. Discovered that this makes a HUGE Difference!

Set the quadrant on full idle and adjust the idle screw till it runs smooth. Then, adjust the throttle stop screw (on the back of the carb) to the slowest idle (or 400 RPM on your proofmeter). I usually burn my fingers on the manifold during this step. Next, re-adjust the idle screw, next the stop screw, next the idle screw, next the stop screw, last, the idle screw. It took me about eight cycles to get it "right".

my $.02

Just to repeat what has already been said... Are you idling really slowly. You won't see adjustment make a difference until your idle is REALLY slow. Engine just ticking over.

Check out the 2 passages in the throat line up with the center of the carb. And the passage mentioned in the other post. They are very small and you need to run a wire in them to be sure they are clear.

The idle screw has the most effect at SLOW idle.

It works backwards... all the way IN is full-rich, as it then is fully blocking a port that admits air to the idle mixture.

It sounds as is your carb may have a passage, down low in the float bowl, restricted.
