Low Compression and Oil in Radiator

Just brought home my 49 8N. Dry compression check found #4 at 65psi, #3 at 85psi, #2 at 85psi and #4 at "0". Also, inspection of anti freeze found engine oil floating on the surface of the filler neck. Tractor starts and runs (no load) great. Oil level good as is anti freeze level. Slightly opening pan drain found oil comming out and no water. Is it about time for a rebuild? No compression probably a valve issue. Oil in radiator worries me. Any idea's would be much help.

Oil in the radiator is probably from a head gasket blow out, which may also effect your compression, esp. the dead one.

would suggest adjusting the valves and see what happens. Wouldn't be to concerned about the oil in radiator.
