Well, thanks to all of your help, I pulled the axle out and got the brakes exposed and found that the floppy brake pedal was because the pin holding the collar on the actuating shaft sheared at some point and the actuating rod slipped out of the cam and the cam slipped out of the shoes. The shoes looked new and the 2 springs were the same on both sides of the shoes instead of one large and 2 small springs. The interesting thing was that the missing adjuster stems were on purpose because someone had converted the adjuster over to a star-wheel adjuster inside the original adjuster housing. The star wheel is accessed through the hole where the adjuster stem used to be. This tractor was rebuilt in the mid 70's, maybe there was some sort of conversion kit? The reuilder glued the axle assembly together with that indian shellac. The Sure Seals were already installed, no lubricant was apparent on the brakes. I guess I just clean everything up and re-pin the collar and put it back together again!
