Hi all, I was looking through the FO-4 manual about adjusting the sector mesh. I am suppose to take out the 4 cap screws on one side at a time and turn towards front of tractor to take out the backlash. Then line up the holes and gasket and retighten. My question is, do I have to replace the gaskets? If so, then do I have to remove the housing all the way first and place new gasket on and then adjust backlash?

No, do not remove the housings - remove the four screws on the left side sector housing, rotate the HOUSING counter clockwise until it becomes tight to turn, re-insert the 4 cap screws into the closest available bolt holes (you have to use a flashlight usually, and sometimes use a thin screwdriver to rotate the metal gaskets to get the holes to line up). Then, go around to the right side and do the same thing. If you find you can just spin the housing all the way around (the usual case), you will really need to replace the bushings INSIDE the housings to get the backlash out. This is a fairly involved job unless you are very used to wrench turning.
