I have lower RPM's full throttle gets me 1800 RPMs usually get over 2000. I thought it was related to dirty fuel since I had ran out of gas in the middle of driveway and of course the gas can was empty so I ran to the country store 4 miles away and bought some and splashed it in the tank but when I started the old girl didn't run as fast as she had previous to the OOF condition on way back to shed. I checked the sediment bowel and the two screens there were clear. Took the elbow off the carb and there was no screen there.

Shall I pull the carb and just clean and rebuild or could there be something else?

I have a full stream of fuel flowing from the line at the carb when disconnected. I'll check the bowl drain though thanks.

You might try blowing air back through the fuel line from the carb end in case there's an obstruction in the tank and/or check for a solid stream of fuel at the plug in the bottom of the carb.
