Check these out, ran accross them at a local bone yard last year. Is this kinda what you saw? Double click on the image and you should be able to see them better.

Might be some ones idea of a way to use a tiller on an 8N. The smaller tires would slow it down a lot and maybe even enough to be able to use a tiller behind one.

John..... ..sounds like you are describing the BNO-40 aircraft TUG.

Usually has a HEAVY flat deck of 1-in steel plate as a surrounding fender scheme..... .Dell

Years ago, when I was stationed on a Helicopter Carrier, USN. We had two of those to move Helo's around. The one in the pic. looks in really good shape.
Thanks for posting the pic. Dell. That brings back some memories.

I like what the clutch pedal looks like... a PUSH-ON-IT thing instead of stand-on-it thing. Did they do the same with the brakes on the other side?

Why, it is almost set up like a 'modern' tractor!

Smaller tires in the rear will slow the tractors ground speed.

It will lower the tractors center of gravity.

Dual rears increase traction and ground contact path, and decrease ground pressure as there are more square inches in contact with the ground with which to distribute weight.

I imagine a low, truck tired dually N might make a good 'tug' especially if running around on a good ahrd positive surface like asphalt or concrete.
