Well I made the rod longer and now I can get full throttle plate action with throttle control at half mast. runs great on level and runs really fast going down hill but it still wants to die going up hill. I'm starting to think maybe fuel delivery or sparky problem. fuel flows out of line at a pretty good clip, so.....checked battery and it is 13.3v setting and 14.0v when running, hmmmm.....
electronic ignition.. will have to check for blue-snot authority at the plug. I'm gonna check the compression also, but the motor was rebuilt 2 years ago. what else??? thx

This CAN be sign of bad compression, alright, especially if it happens in the lower gears as well as third.

blitz, sometime a sticking float in the carb will cause that problem. bang on the side of the carb with a wood block then take her out for a test. RP

You say fuel runs out of line - what about out of the plug hole in the bottom of carb. There is a screen in the elbow going into the carb that could be plugged.
