2N Boggs under load...bad governor?

I think I have a bad governor on my 2N. Engine rebuilt 2 years ago, but its been barely used until now. She starts up just fine, idles good, revs up, but when you put a load on the engine (driving up-hill, pulling a blade, etc) the engine speed does not come back up. It boggs down. If you put the clutch back in, it revs back up and seems ready to work. I am pretty sure I need a governor rebuild, but I figured I would ask before I spend any money. What do ya'll think?

when she tries to bog down, try chokeing her a little. if this helps, your carb setting is too lean, or you have a fuel flow problem. RP

I tried that one. No difference. I tried adjusting it to a richer mix overall and it did not help either. The carb was new a year ago. The sediment bowl is clean. I did have somebody stand next to the tractor while I was dragging a blade. When I put load on (let clutch out in 1st gear with blade down), it bogged and nothing happened with the throttle cable (no extra fuel to engine). Its almost like the governor did not move at all. I am starting to believe more and more that the governor is the culprit. I will try the manual governor override when I get home tonight.

manually goose the carb throttle rod and see if the governor fights back
