9N brake install questions

I just got the parts in to finish up the brakes on my 1939 9N tractor. Take a look at this picture and let me know if it looks right (springs installed correctly and in the right spot). Anything else look wrong? I am totally new to 9Ns, so this is foreign territory to me :-)

Next question, I got the felt dust seal that goes around the brake plate and in between the hub. My '39 brake plate does not have a carrier for this felt seal - it is just smooth around the edges. I installed the hub until ALMOST closed up, and crammed the feld seal in between - then closed it up. It "appeared" to fit ok and nothing was poking out around the edges. However, once I got the nuts tightened down, the rim was very hard to turn. It wasn't grinding or like it was rubbing on the new brakes - just tight. So - do the early 9Ns use this felt seal since there is not a ridge for it AND should the wheel be that hard to turn?

Looks god Dan . I think you have the brake shoe to tite , try to lose the brake from the adjustment nu (square drive)and feel if its a difference. Usually I adjust until i don't fell any resistance on the drum.
