Thanks for the input guys!.
I got my fuel flow problem solved.
The Jubilee runs strong and i was actually able to rototill for an hour with no sputtering.
I pulled off the carb, and i think the needle valve was sticking because it was clean in there so i cleaned anyways, put it back together and it was running like a champ.
Still no luck on my 8N hydraulics but hopefully i can pull it apart this weekend and get it going.

Did the needle valve have a neopreme (sp?) seat or was it all metal? If it had a neopreme seat, it may stick again. Mine does this occasionaly. I just tap the side of the carb and so far that has fixed the problem.

Yes it did have the neoprene insert.
Thanks for the tip!
If it sticks again i'll just try tapping it instead of taking the whole thing off.
