Can someone tell me if the points and condenser can be changed without removing the distributor? Unless I missread the shop manual it recommends removing the distributor to perform this action.

Forgive the dumb question.

When you re-install the distributor be SURE that the tangs on the back of the distributor drop in the slot on the end of the cam shaft..Easiest, most mistake proof method: Put the distributor(without the cap) against the front of the engine and just start the two bolts that hold it to the engine. Now hold slight pressure against the distrib(toward the engine) and turn the rotor till it drops in the slot and there is absolutely no crack between the base of the distrib. and the front of the engine..Now tighten the two bolts that hold the distributor....Gajillions of distributors have been ruined by tightening them down when the distributor tang was not properly seated in the end of the cam.

On a 2N front mount, it would be much easier to remove the distributor and work on it on the bench. If it is like a 8N front mount that is...

This is true. It's to tight of a space to try to do it still attatched to your tractor.There's only two bolts that hold the distributor and it comes off easy-as-pie.
