8n steering shim

Howdy
The manual calls for .050" of shims(approximately) for my 49 8n with the ball and block steering(#171748). What I find is with the front jacked off the ground and the right sector shaft removed so only the left sector turns with the steering wheel is it doesn't want to tighten up to the 1 1/2 lbs of turning force on the steering wheel. I started with the sector housing at 6 o'clock position like the manual says. The i rotate the eccentric housing counter clockwise one hole at a time. No increase in pressure. Could it be the .084" of shims on the column housing is way too much? Why would there be .084" when the manual calls for .050" thick. By removing the smallest shim, it is suppose to tighten the steering up. That is done with no sector shafts in place.
Any help?

Arthur,

I'm not sure where you got the figures for a minimum 1 1/2 pounds turning force or the 0.050" shims. The shims are used to "...adjust worm shaft bearings to a slight preload..." (from the FO-4).

When adjusting the backlash on the pitman arms, my steering will never adjust the way the book says. The housings will keep rotating because the sector shafts are too worn. Since sector shafts for early 8N steering seem to be nonexistent, all I can do is replace the housing bushings and try not to run over anything valuable.
