9N Engine running too fast

For some unknown reason my 9N has all of a sudden started running so fast it overheats and it won't reduce to an idle speed. I have rebuilt the carburator with a kit and that wasn"t the problem. I went to a used shop and bought a governor that was suppose to have been taken off of a 9N that had been running and was stripped for parts, but that didn"t solve my problem. Does anyone have any suggestions as to what else I should be looking for? I am at the end of the line.

Scott,
Funny you should mention the idle air jet. I bought this Kit on the internet and it is VERY complete. It has parts left over, because it is for 2N, 8N and 9N. It is packaged by Sparex and in my estimation it is fairly useless. No.1, it has no info on how to rebuild for novices like me.
It has a variety of jets in it, but it does not identify which is which.
So, much to my surprise, when I seperated the top of the carb from the bottom there was no idle air jet. Now I am really stumped. There is a threaded hole but no jet.
I did find some rebuild instructions on the internet which I downloaded. They were written by someone named Don Stewart and I found them on Yeasterday's Tractor Site. Unfortunately they were written for an 8N and many things don't apply to the 9N, like no idle jet?
I have torn the carb down as far as I can and relaced whatever I could, from the kit and cleaned it to within an inch of it's life. It didn't affect my high speed whatsoever. Another hint may be that after I start it the throttle arm Rod pushes the throttle all the way back as far is it will go and the governor doen't seem to have any effect on returning it to the idle position when I move the throttle control all the way down to zero

I am thinking the butterfly is sticking open/ does not close all the way? Back off screw and force closed with hand - if off manifold you can verify if it closes all the way. When you say it runs hot, that leads me to think it is starving for fuel or an air leak = misaligned gasket? Causing it to run lean. Is the throttle linkage replaced as to specs. I usually have to play with this a little after cleaning/rebuilding. Hope this helps.

Bill,
You have me stumped on this throttle linkage spec. I think you're talking about an 8N, because there is no way to adjust the linkage on a 9N that I am aware of. Help me out here, please. Butterfly is opening all the way, but it is not sticking, it is free.

I would look for a vacuum leak around the carb/manifold. It would make the tractor run lean and hot.

How extensive of a rebuild kit did you purchase? The kits that come from TSC are just a basic rebuild but don't contain the jets. You might have a clogged idle air jet. You can take a small wrench and soak it overnight in carb choke cleaner and blow it out. You may have already done this, it was just a thought.
