My 40 9N has now been running for a while but now well. Nearly no adjustment with either needle valve on the carb, actually could take them out and no or little effect and you literally had to run them all the way in till seated to cause the tractor to stall. Also it would not idle below 1/2 way on the throttle quadrant and power was lacking.
This past weekend I got a call from the SIL that she had a bite on a piece of property that she has been trying to sell for the past 4 years but hasn't been mowed for 2 years. So I went to the closest TSC and bought a rebuild kit complete with new needle valves and some carb cleaner.

I pulled it off and tore it down took all the jets out etc. used carb cleaner through all ports and holes ran wire through all the holes I could get it to run through. All holes seam clear with the stream of the carb spray. Installed all new jets, needles etc... no left over parts from the kit after done. Reinstalled, started with no problem at the bottom of the throttle quadrant. BUT still will not adjust with the needles and won't die until all the way in or all the way out. Seams to be running lean and has not power.

Oh and the SIL's place did get mowed but they used the FIL's 3000 Ford...

So I need some of those awesome secrets for cleaning this thing out and any tips you might have for putting it all back together.

A friend of mine has a 1942? 9N that had the same problem (had the carb apart 5 times, same result). I loaned him one off a spare tractor, and it cured it with no adjustment. Turns out, the bowl of the carb was cracked three ways in the middle, causing it to run lean with no power. If you look in the air intake port witha flashlight, you may see fine cracks--he called it porosity, similar to carbs on old motorcycles he's restored. It seems to be a rare condition, and found in the early 9N carbs.

have you checked to be sure you have good strong blue fire on one of the plugs? RPweak fireing will cause the type of problem you are haveing.

Tim, I had difficulty with a manifold leak before, so I will start with that and make sure it isn't still an issue.

Iron Rose Farms,A word of caution,Just make sure the replacement jets in your rebuild kit have the same size holes as your old ones have.Or just use your old ones.Some kits have the wrong sized jets in them.

I just rebuilt the carb on my NAA. It took
about three days in a parts cleaner to really get to all of the passages in the
carb. You may need to do this long soak to really clean it out.

If you think your carb was well cleaned, then
there are two other problems that could cause
your symptoms. One is the intake manifold
leaking air or, believe it or not a bad condenser in the distributor. I had to replace
one recently that came from over seas. That
condenser only lasted about two years. It made
the tractor not run or cut out and backfire when throttled up.

About the only thing I use for cleaning a carb is my air compressor, and a rubber tipped blow gun.

Blow out all of the holes and passages.
