2n axle seal question

ok folks, my brother has a 47 2n. he has sure seal for the left side. we pulled the tire. tried to get the drum off but couldn't. decided to take the 8 bolts out and pulled the entire axle off the tractor. it already has a sure seal in it. there is a stack of spacer washers there already.

so, how can you tell how many there should be? any other pointers?

oh, there is a stack of spacers between the dust shield and the axle housing. i looked in the manual and it seems that there should only be a paper gasket between the dust shield and the housing. aren't the spacers suppose to be inside the drum? what should you look for regarding hub wear, etc?
