Still need the choke? Problem is likely in the spark system (don't forget the ignition switch) or in the fuel delivery system (tank/lines/sediment bowl) or the governor.

Tractor runs well with the strange carb? Yours still needs work.

There should have been three screens: one in the tank, one in the sediment bowl, and one in the elbow on the fuel line where it goes into the carb. If there were any add-on filters in between, take them off and see if it helps.

If you see particles of rust in the sediment bowl, you may have found your problem.

Ditto if you pull the plug on the bottom of the carb and the fuel does not flow steadily for several minutes at a time with a stream about the diameter of the drain plug.

You cannot test them reliably with a voltmeter or test light because these test only STATIC (engine not running) performance, and sometimes the ignition switch fails under DYNAMIC (engine running and ignition system cycling away) conditions.

You CAN put a jumper across the terminals, which will isolate failure of the switch contacts to properly conduct direct current, but will NOT isolate problems with the switch arcing to ground due to cracked/dirty insulation.
