The answer to your problem "look" what does the inside of the tank look like????? ??? Why does it have the in line filter If clean then make sure you have all the stock filters in place then you can ditch the in line, if dirty you need to fix or replace the tank or install a new in line and see how it goes. I highly recommend a steel line, as posted below it can turn into a blow torch.

Use a 1/4" steel brake line cut to 26 3/4", have it double flaring on the cut end and make you own replacement. Or buy a double flare tool and do it your self.

"bout the only time I have ever seen a clean add on in line filter not flow fuel was if it had water in it, it will not flow water less it has some help and then may not.

Here"s a pix of my Ho-made fuel line, its EZ to make and bend, copper is not a good choice at all so don"t go their.
