Low idle adjustment

The rod that connects the inner lever on the governor to the lever on the carb appears to be too long. It does not allow the lever on the carb to rest on the stop. The idle is way too high. How do you adjust for low idle.? I hope I was able to explain the problem.

1.) A worn or missing thrust bearing in the governor will make it act like that.

2.) There's a procedure (see shop manual) to select the shim(s) next to the governor's thrust bearing.

3.) Assuming # 1 and #2 (above) have been checked out, the dealers had a special "jig" to mount the governor to, and then check the position of the end of the lever, bending it, if necessary to get it where it needs to be. (Also shown in the shop manual.)
