Here is the Dictionary.com definition:

--
Main Entry: weak sister Function: noun Date: 1857 : a member of a group who needs aid; also : something weak and ineffective as compared with others in a group
--

In reference to Ford "N" tractors it means that it is a weak component in the ignition chain. And likely to fail before other parts do. The current for the ignition has to go through the ignition switch, through the ballast resistor, through the coil, through the points, through the distributor, to ground.

Also means that it is undersized for the job. And if the current for the lights is also run through it it will fail sooner.

Because of the regularity with which they fail.
