I"m new to the 9N. Does it have an RPM governor? Mine doesn"t seem to want to rev up very high.

Gov is on right font side of engine.

check your linkage to your carb.. it runs from the governor.. and your throttle linkage runs tot he governor from the dash.

springs should have no preload and no tension

Most 9N's have a governor. Idle speed should be 'bout 400 rpms. Somewhere's around 1800 to 2200 rpm would be good for high engine rpm, I think. HTH
