Problem with lifting arms staying up?

I have a 1944 Ford 2N. I am having trouble finding out what my problem is with the lifting arms. I run the PTO and the lifting arms go all the way up, I engage the clutch and shut off PTO the arms start to come down when I leave my foot off the clutch. Not really fast but slowly, they would be completely down with 230 lbs on them in about 1-2 minutes. Let me tell you that, the oil that was in it was nasty, hasn"t been change for a very long time. This is what I have done so far: first I had to pry out the check valve out of the pump. After it was out of the pump, looked to be o.k.. I replaced it with another one I had from another pump, looked to be o.k. also. The next thing I did was took out the cyliner from the hydraulic lift cover, the rings were alittle scorn but the cylinder was fine no scoring on the cylinder walls. I put some air to the cylinder while holding the piston in with a scewdriver and I saw alittle oil bubbling up around the sides of the piston.I changed the oil with gear oil 80-90. If you need any more info please let me know. If anyone could help me that would be awesome. I am out of ideas.

Rocky, look at the diagram.....if the safety/relief leaks, that would let your lift lower..... ...just as will opening the exhaust control valve. Opening any of the three result in relieving cylinder pressure, thus lowering lift.

I would replace the safety relief valve, they are hard to check but can b checked, I don't think I have ever seen a good used one.

FIRST of all, reverse my notations of OK and NOT OK as those were for another man with a problem just the opposite of yours. If it will raise, but won't go down, the exhaust control valve is just about the only possible culprit, hydraulically speaking. Now there are various aspects to that, such as a clogged passage, stuck valve, valve linkage or spring bent/broken, etc. Given the difficulty you described in removing the check/overpressure relief valve, I would first check for free movement of the exhaust control valve (to the rear for down). You can try moving it thru the right side inspection/access port. The link is a fair visual as to what is supposed to be happening.
