I just pulled the starter...It looked/works fine and all the visible parts onside look fine and even slightly greasy :)
On a lark - I gently pried the flywheel teeth with a stout screwdriver and the thing moved. I did it again just to make sure I wasn't nuts and sure enough - it moved again...smooth but with what I would consider the proper amount of friction.
I was in mid-celebration and then noticed that my marks on the lower fan-belt pulley and block were still perfectly aligned...8^
Does this mean I have a broken-crank or slipping flywheel? Or by some miracle is there some "frendly" reason this would happen? I had it out of gear...I collectively moved the flywheel teeth about an inch.

Just re-did the test since it is dark and I'm working with flashlight.
You are correct - the only thing moving is the ring gear. I did rock the tractor in gear since the last test - but it looks like the ring gear is slipping...

I think I'm putting a bit more torque on the thing than the starter would...the motor would move before it would slip "I think" if it weren't seized. Would this be something that may be "normal" or do I need to plan to split the thing if only to fix the slipping ring-gear? I guess since I was prepared to rebuild if needed this isn't much of an additional problem...but today the tire I was hoping to nurse along till I got it running split and went hopelessly flat...It's not turning into a good tractor-night for me :)

yep.. the real fix is to split and replace the ring gear.

An emergency last ditch effort farmer fix would be to put a blip of weld in about 4 places around the ring gear and tack it to the flywheel... I don't reccomend it.. but I've seen it done. It just makes it harder for the next guy to replace as he has to grind out the weld etc.. you do that kind of repair when you have 10 cents in your pocket, and need the tractor to work today or the kids don't eat. and you got a bucket full of welding rod... etc..

Randy put it high gear and rock it with the wheels back and fourth.Get you a helper for the other wheel.

Don't have anyh experience here, but ring gear may have moved and the flywheel did not.
