I am getting a lot of crude from solid particles to a rusty slime that stops up the petcock before it gets to the bowl. This is fun since you have to take the petcock off with ususally a full tank of gas. What is the best way to clean the tank and maintain it afterwards?

I had that problem about 4 years ago.
Unscrewed the valve from the tank and drained gas through a strainer in funnel and reran gas through tank pouring gas in tank to agitate rust while draining tank. If I remember right I used fuel oil to flush tank. Haven't had a problem since.

I have had the idea to make a tank, similar to the hot dog style air compressor tanks. Capacity would be lower, not a big problem for me. I have several scrap yards locally where I can get well casing in various diameters. hth

Eastwood sells a tank liner for about $50. Last time I checked, you also had to buy a qt of acetone to clean the tank first. Remove the tank, clean it, dry it, use the liner, dry it, etc, etc. I'd be inclined to just buy a new metal tank for $150.
