Need part ID & install location

This little part was on one of my engine-to-transmission bolts, but I didn't mark where it goes. Not sure what it's supposed to do - maybe a place to hook a spring or run a wire through?

Can anyone ID the part and tell me which bolt it goes on (photo would be great)?

I do have issues with the right handed world.

The scroll bars on my Windows Mobile PDA suck!!

I can't see what I am doing for my hand in the way...

1:00 setting on the seat.

It holds a spring that goes to the throttle, right hand side if you are looking from settin in the seat.

about the 11:00 bolt.

Ed--the part holds one end of the throttle rod return spring. It attaches to the bolt closest to the flywheel inspection port cover.
