Engine surge

My JUBILEE has started to surge at all speeds. This make of tractor is new to me. Does anyone know what can cause this?

Either the linkage is binding at one or more of its joints or the governor ball race is endented.
The replacement governor is not a ball type.Rather it is a fly weight type, but it can become endented too.This condition will cause surging of the engine.I have also seen the fly weight type simply get clogged up with engine sludge and cause surging.
The timing cover must be removed to gain access to the gov.

Just what is the purpose of a governor on the jubilee tractor. I do not have a clue. Can the be adjusted or repaired or do you replace them.
