Governor works fine but has developed a serious oil leak over the years. It's time to fix it. Does this thing typically need overhauled or maybe something less drastic? I am going clean it up tomorrow to see if I can find the leak origin.

I cleaned it up but it is still hard to tell. It may be coming from the timing cover. I am going to the dealer and see if I can get a gasket for the governor and see if it leaks after replacing that. I know about checking for flatness. I filed many warped rochester carb accelerator pump covers back in the 70s.

Like Bob sez, you have three possibilities.

A simple gasket problem is solved w/ a new gasket & Permatex.

But, if the governor is leaking a lot of oil, the housing is probably warped from being over tightened. Pull the governor off and remove the small set screw that you’ll find on the face next to the gear. Grasp the gear and pull the guts out of the housing and set them aside. Lay a metal rule across the cover & see if it is warped. If it is, get a fresh sheet of 100 grit sandpaper, lay it on a flat, true piece of steel, and lap the face of the housing until it’s flat again. Do not get carried away w/ the sanding! You can take too much off. Reassemble and put her back on with one fresh gasket. Permatex Ultra Grey works well as does Copper Coat. You can replace the gasket & use a pint of gasket sealer but it will not stop a leak if the cover is warped. And, do not forget to put the short bolt back on top. (see tip # 1, below)

It may be a simple gasket leak.

Or a warped mounting flange.

Or, worse-case, it wasn't shimmed correctly internally and/or has worn a LOT and the balls have come so far out between the races they've begun to cut their way through the case.

You'll just have to clean things up, and see where the oil is coming out.

Also, a clogged crankshaft breather will make it more likely for oil to be leaking past the governor's throttle shaft.
