Carb rebuild questions

I'm in the process of rebuilding my MS241b carb. (My first rebuild) I bought the complete carb kit from TSC. I have a few questions:
1. The new throttle shaft appears to be too long - it bottoms out before the recessed area for the flapper is fully in the opening. Any problems with filing off the end until it fits?

2. The rubber seal, or packing, or bushing, or whatever it's called (help please) around the throttle shaft was held in by a brass retainer of some kind. Are these available? I see something called a retainer on Just 8 ns - is that it? The retainer was tore up by a PO, so it needs to be replaced. I also see a throttle shaft bushing listed - is that the rubber piece or something different? I already have the rubber replacement in the kit.

3. I believe the felt bushing/packing/thing is supposed to go around the choke shaft. The one on my carb now is rubber, also held in by a brass retainer like the one on the throttle shaft. If the felt replaces the rubber, what holds the felt in?

4. What does everybody do to finish their carbs? Mine flash-rusted when I took it ouf of the can of carb cleaner (I knew it would) What's the general consensus on a good treatment for the outside?

5. My drain plug was rounded off and mangled bad by the PO. I tried filing flats on it to fit a wrench, then vice grips, clamping the mangled head in a vice and turning the carb body, all with not even a budge. I finally drilled it out and tried to cave it in and pull it out. The brass broke off clean about 1 or 2 threads into the carb body. My next step is going to be to take it to a local plumbing supply place to see if they can just run a tap down the threads and cut the brass out. Bad idea? Anyone have anything better?
