My 9N has spark and gas in carburetor but unable to get gasoline to the combustion chambers. Cleaned carburetor and adjusted according to book but did not help. Have not checked compression but sounds OK when turning over with starter. Manifold looks OK.

You say you have gas in the carb, but do you know if it's flowing freely through the filters into the carb bowl? Do you know if it's getting from the bowl to the jet and venturi? Gasoline can varnish up rather quickly and clog the orifices and jet. I'd place my hand over the carb intake momentarily while cranking to see if the engine is drawing air into the combustion chamber. If it is, and the gas is flowing from the tank to the carb freely, I'd do a good carb cleaning using solvent and compressed air, followed by float adjustment and carb adjustment.

I would still take a check on compression. Try some starter fluid also with the air cleaner off. However, if you aren't even getting a cough out of it, even though you have a nice blue spark, then it seems to me it's got to be a lack of fuel problem. Are the valves opening an closing ? You can see the timing gear turning thru the hole where the governor is set. Did you take out and clean the jets and housing when you cleaned the carb ? If all that stuff is ok, seems to me that the fuel is being short circuited somewhere in the manifold with a vacuum leak. Finally, you didn't say if it's 6 or 12 volt, but if it's 6 and it's cold where you are, try jumping it with a 12v to get it a real good spin for starting.
