Thanks for the previous info. The reason for no compression in the #1 cylinder was explained when I removed the head and found a peace of wire wedged (app. #.030) between intake valve surface and valve seat, well I thought this will be a quick fix, removed wire, cleaned valves, head, installed new head gasket torqured to 55 foot lbs.. New ignition wires, tune up, plugs ect. also fresh gas and carburator kit. It was not a quick fix because '40 9N will not fire off. I did a compression test with all plugs removed dry/wet
#1 55/55, #2 55/55, #3 30/30, #4 75/85. Will the compression be to low for the tractor to start, or should the tractor start and just have reduced power. Looks like overhaul time to me do you agree?

You need to run the tractor after having the head off befor you will be able to obtain an accurate compression.Just a little grit and dust dislodged while removing and replacing the head no matter how clean you try to be will cause low compression reading untill the engine is started and run for a few minutes in order to expell the forien particles in the combustion chamber.
The numbers that you had though won't cause the tractor to be noticebly underpowered.It'll take a lot less than that to be apparent in the way the tractor runs.
If there is not excess blowby and the plugs are not fouling run it.

Not so fast here.... If the compression did not change when you did the wet compression test and you did some work on the valves, (You did not explain exactly what you did) I would look for a warped head and or inspect the valve seats more closely before I would take a major undertaking such as a rebuild. You can always take the drastic steps if the additiional inspection warrents it.

MAKE SHURE YOU HAVE THE THROUTLE WIDE OPEN WHEN
YOU TAKE A COMP CHECK! IT WILL MAKE ADIFFERENCE.

RJ the compression should be 90 psi. Your readings show 1 good cylinder, 2 just above 50%, and 1 at 30%. It does look like a wiNter overhaul for the ole '40. Good luck!
