Surging at full throttle

I have a 51 8N that I've been using for the past year...It sat for several years...I replaced parts and use it all the time...Just recently it started surging (sitting at full throttle or under a light load..ie..finishing mower)....I noticed that the arm for the govenor was moving back and forth while I had the tractor sitting/idling at close to full throttle....What is the problem...It just started doing this the other day...Now I can't even pull my mower without it surging...Sometimes I can barely take off...I'm getting gas to the carb just fine...What adjustments/repairs need to be made to the govenor...Or is it something else...

I believe both John Deere and Cub Cadet dealers carry a high end product line that is not available in the box stores. I know our local Case dealer sells the same low end product line offerings sold in the box stores. Same model number = same exact machine. I don't think I've seen the Cub Cadet 3000 Series Garden Tractor models at our HD or TSC. I just researched them and they are the old heavy-duty, cast iron axle, shaft drive design and MSRP on them is upwards of $5K without the mower deck. They appear to be a much better machine and I'd give them a look if I was shopping despite the bad taste I have in my mouth from my recent CC walk-behind experiences.

It may very well be the gov. I would first try the high speed adjustment on the carb., sounds like it might be starving for fuel, could be some trash in the high speed jet....Jay

It sounds like governor trouble to me.Take the linkage off the governor and remove it from the engine.Remove the small screw(s) that holds the race assembly into the governor housing.Inspect the balls and the races that the balls move in.You will probably need a rebuild kit. Available here on this page or at the local New Holland place.
