Position control lever?

When I have my blade up off the ground and I move the PCL forward so it points towards the front of the tractor, the blade falls to the ground. I can not move the blade up until I pull the PCL back so the handle points up. Is this the way it is suppose to work? As always, thank for the help

The position control only works when the little lever on the right side of the lift assembly and just under the seat is in the up position. It is in draft control when the little lever is in the down position and the lift is supposed to go all the way up when the control handle is moved to within a couple of inched from the top of its travel and drop when it is moves down past about a couple of inches from the top is it's travel. If it will not lift at all when the little lever is at the top of its travel when the little lever is in the dowm position then there is something out of adjustment or bent or broken internally in the lift linkage.
