Just changed the seal in my PTO shaft...reinstalled and nothing happens: no noise, no spin?? Only lost about 1 gallon of fluid as I headed the Tractor down hill. 1.)Does the Oil level need to be full to work?
2.) Book calls for Ford C2C42 Hydraulic Oil.....Slect-o-speed transmission....Is this the only Hydraulic Oil I can use?

If the tractor will move in all the gears the pto should have enough oil to operate too.

It's always a good idea to use the recommended oil in a machine but if you only lost one gallon you could put that much hydraulic oil back.

The pto is pressure engaged and is applied with a multiple disc clutch simialr to the ones in automatic transmissions.

I spoke with a friend I grew up with who owns a New Holland Dealership..... .and he grew up working on tractors like this....Ford.
He said, "Only 1 time in 1,000 will this happen" :-)..... ..but anyway.....
When I pulled the shaft out, there is a bushing that dropped down.....need to go through the side hole and reposition this bushing before I reinstall the PTO shaft. He also said, be careful that there is another "thing" that can drop down and keep the transmission from working....:-)
Ain't life grand..... ..? And he's only 600 miles away.....
