Well you leave the door open for many suggestions, but did you have stem out of the oil filter and loose the little restrictor disk behins it?

I didnt take that apart. I pulled a plug out of the block and didnt get oil so i pulled the pan dropped the pump and ran it with a drill and it seem to have great flow

Alrigh especially if you still have the pan off. Do you know what a bearing leak detector is?

I thought maybe air pressure might work to. Do you have the pan off. First of all was the block 100% disassembled and hot tanked or oven cleaned. I gues I would suspect there is a pipe plus missing at either the front or the back.

There is a slim chance that the pressure relief valve is stuck. I'm uncertain where it's located on the 60. On the fleetline tractors it's in the oil gallery on the outside of the block, toward the front as I recall.
