Howard Terrier Rotary Hoe

I have a Howard terrier walk behind rotary hoe that has a Howard engine bolted to it. I have only just bought it so I decided to change the oil and check the air filter. On checking the air filter the was no oil in it. If anyone out there is familiar with this engine could you please tell me where the two bits of mesh and the disk with a hole in it are supposed to fit and should the oil be filled up to the dimple in the side of the can on the air filter canister.

According to my "L" series engine book:
1. Wash out the bowl with petrol
2. Remove the baffle and horsehair element
3. Thoroughly wash element in petrol
4. After drying it out, immerse in clean engine oil and thoroughly drain out all surplus oil before replacing.
5. Recharge the bowl with clean oil to the level indicated, and replace

The two bits of mesh fit either end of the horsehair filter element
The "disk with hole" is probably the Oil Deflecting Plate which fits between the body and the sump

I am requiring the 11 tooth selector gear that drives the hoe tynes from the right hand side of the machine from under the cover.
