I can't "hardly" move the lift lever from up to down. It's TIGHT. It was like this when I first got this tractor several years ago but with useage it loosened up. Not now - useage is no help. I have loosened the nut that holds the arm on - no help. I have sprayed the outside area with lubricant - no help. I do not know what's behind the lever and it's cover plate. I'm thinking - remove it and spray everything but I don't want any surprises. Anyone else ever encounter this? Please help if you can. Thank you.

Your control arm shaft is seizing inside of the brass bushing that it turns in. I have had to disassemble, use emory cloth, lubricate with anti seize to free them up. This control unit is all on the out side and simple to fix but cocking your draft control sensor back in place can get a little tricky.

Behind the cover, there is a roller cam and a lever that activates the lift. I would keep this area and the draft control lever and its linkage continuously soaked with penetrant and see if that helps. If you decide to go into the lift, a repair manual will be helpful. There are alot of small, odd looking parts in there. From my experience, I believe your problem is probably on the outside of the lift. Good Luck
