the bushings and shafts in the valve rocker arms might be worn and oil is flooding the valve chamber, or the screw in the rocker is letting to much oil past. if the engine has around 8000 hours or more then i would go for the bushing repair trick.. on my 160 this cured it for around $200.00 10 years ago..

Just because it is black does not mean it is oil. If the tractor has been not running under full load I would say it is unmburnt fuel. Have seen it many times in our Deutz and IH tractors. Cover the fan ALMOST all the way and get it hot. It should clean itself up.

Has this tractor by any chance been doing a lot of sitting around idling and not getting heated up. We had same problem years ago with our Agco Allis 5670(also air cooled). We just couldn't get it warmed up and after a while got dark smoke and tar coming from the exhaust. Mechanic told me to cover the fan with a plastic bag a run it hard until the thing was almost ready to overheat then remove the bag and run it some more to burn the tar out. It did the trick and now in cold weather we always restrict air flow and watch the gauge.
