450C dozer injection pump

I have a 1975 dozer that I have rebuilt. The injuection pump has fuel to it however, it will not send fuel to the injection lines. The electrical selinoid works properly. I have tested this part. I need some help in figuring out what to do with the pump or checks. Can anyone help in me.

The pump had been sitting for about two months prior to rebuilding the engine and putting it back on. The pump worked before the rebuild. Help

How do you know the solenoid is working? You can't tell just by hearing it clicking - since it has no mechancial connection to the fuel metering valve. The solenoid shuts the engine off via spring-pressure - and an arm pushes against the metering valve. When you turn the key ON, the solenoid becomes magnetized and overrides the spring pressure and clicks. It the metering valve itself is stuck closed - the pump will not pump any fuel and the solenoid can't open it - since there is no mechancial connection. Easiest way to tell - is just pull the top cover off the pump and see if the metering valve is free. Since it's on top, it's the first item to dry out and stick - if the pump is half dry.
