Long350 pto problem

I have to shut off the tractor to engage the PTO. Does anyone know why? Also, what is the small lever by the clutch (foot pedal) for? I can rotate it 360 degrees and it doesn't seem to have anything to do with the clutch (or anything). Does anyone have a manual for a U350 (1977?)? Thanks to all who can help.

Make sure you don't have excessive free play at the top of your clutch pedal. One inch or so. If PTO still does not disengage properly, you will need to remove side cover on right hand side of bell housing and adjust the set screws that are visible through the opening. There will be 3 of them around the pressure plate. Back off lock nuts then adjust the bolts till it makes contact with the release lever, then back off 1 turn. tighten lock nuts back down, then try PTO again. You really need to use a shop manual to do this procedure. However, in times past, the factory specs don't apply and sometime you have to make up your own settings.

There also can be other problems that make the PTO hard to disengage, such as worn or broken main release levers and even shelled off cluch facings that are doubling up in the flywheel.

The reply by GEO. was correct. The tractor has a double clutch, the first half of the clutch pedal travel releases the travel and the lower half releases the PTO clutch! The three set screws adjust for wear of the PTO clutch wear.
