I think you are talking about nibbing blocks. I don't really like them. I always scrape them down with a razor blade. Then wet sand with 1500. The harder the paint the better and you have to make sure not to gouge in with the corners.

I use a little device I bought from Eastwood. It has a straight edge razor blade in it and does a pretty good job.Then I go over it with a paint nib, also from Eastwood. Just be sure to wait for the paint to cure first because the paint shrinks slightly and will create an indentation if done too soon.

I don't know the correct term for it but I have one and have used it. You can buy them from paint supply stores or auto parts stores that sell paint. It is kind of tricky to use one though. They tend to get tilted on you and it can scratch some of the good paint and do more damage than good. You have to have a steady hand and be very careful with them. Good luck.
