I know that sheet metal should be stripped bare. My 1951 Allis B valve cover has paint that seems solid as a rock. Has resisted repeated attempts at oven cleaner and wire brush on the grinder.
Not a critical appearance item. In your opinion, if it is on that good, and it does not bubble under my epoxy primer, then I can leave it? I have found traces of original finish in other hidden areas with same result, the stuff seems impervious to everything.

I'm pretty sure that electrolysis would lift that paint...

good point, it is pretty slick stuff. I will at least scuff it up. Interesting finding was that traces of oven cleaner will destroy Scotchbrite wheels. Back to good old sandpaper.

I strip everything, just because that is the way I do things. Your paint won't resist sandpaper, or a fiber brush on an electric drill. Or you can use chemical stripper. Can you just paint over it --- sure. Sand it first for adhesion.
