Read hint on starting page and it talked about Needle Scaler very briefly. Just what is it and how does it work? Where do you get it? Thanks for any info.

They are based on an air-chisel except it uses needles about 1/8" diameter to knock off rust and scale. Great on thick paint and rust. If you are not going to use it everyday to make a living with, Northern has them for $38 & up.
I bought one of the cheap ones 5 years ago and it works fine. I'd reccomend that you invest in some good eye and hearing protection to run it though.

Commonly used by Navy to remove paint from ship. Also used in some masonry applications. Available at some larger rental stores - Snap On sells them (expensive). Use requires a lot of air volume. Rods extend/retract from end of unit and crush the paint. I rented one for a day but didn't have enough air to make it work properly. Seemed to me it was better for a thicker build up of paint. I went back to the air sander as prefered method.
